§ 517-12. Penalties for offenses.

    Violations of any provision of this article shall be subject to a civil fine of up to $750 for a first offense and a fine of up to $1,500 for any subsequent offenses.
    B. 
    The Commissioner shall have the power to revoke a person's registration or deny registration renewal for persons penalized for more than one violation of this article.
    C. 
    No registration shall be revoked nor a fine imposed until after a hearing has been held before the Commissioner upon at least seven business days' notice to the person. Such notice shall be served either personally or by certified mail, return receipt requested, to the last known address of the person and shall state the date and place of the hearing as well as enumerate the grounds constituting the allegations against such person. The person may be represented by counsel and may produce witnesses on his/her/its own behalf. A record of the hearing shall be taken and preserved. For the purposes of such hearing, the Commissioner may administer oaths, take testimony, subpoena witnesses and compel the production of books, papers, records or other documents deemed pertinent to the subject of the hearing.
